Question / Help CPU Usage difference (kinda big)

So me and my friend were testing CPU usages last night.
He runs a i5 4590 , and I'm running a i5 3330 (both turbo off , so just clock frequences).
We tried 1080p60fps on veryfast preset with League of Legends.
My i5 3330 is sitting at 50% cpu usage when simply idling on desktop and around 95% in-game (league at around 150 fps) , while my friend is at 15% simply staring at his client and at around 50% while in-game (league at around 180 fps).
My question .. is the 4590 THAT MUCH POWERFUL? I mean.. I'm confused
 
It would be good to see logs from both of you to see if there's anything else going on between the two of you.
 
theres a difference since its haswell vs ivy but the difference shouldnt be that big and even if its only league 1080p60 is kinda hard on this cpu.

but as dodge already mentioned would need a log of both cpu's
