Question / Help CPU Maxed out

After going through 3 different graphics cards (R9 270 my old card,R9 390, GTX 970) in the space of three days thinking an old card was to blame for my issue it's apparent it's not.
My CPU load goes above 100% but never utilises the turbo part and gets stuck operating at 3.3ghz instead of boosting to 3.6ghz, the result is most games FPS is halfed in some severe cases for alpha games like H1Z1 ingame FPS drops from 120 to 40 which i unfortunately notice the difference because i got more than that on a 270. Basically would like to reach 60 fps whilst running OBS but something is throttling me and i have no idea what it is.

Yeah i observed the thread already and made the relevant changes but still recieve maxed out CPU resulting in choppy frames in game etc, can't make sense of it but i also have a crappy motherboard with mid range gear, could that be it? :/
Would an upgrade to an i7 alleviate the issue or trying a newer board?

The log you posted shows two attempts to stream at 1080p. If you followed the steps in that thread, they aren't reflected in the old log you posted. Please provide an updated log with the new settings you're trying to use.

Sorry for the late reply, I've attached a log file for 720p but during this time i've also attempted to stream at every single resolution downscaling to the very lowest settings even (640x360) to see if that helps at all and OBS just spat out the same warnings. I've tried everything to hand that i can think of, i'm now begining to think it's a hardware issue most parts are new except my CPU and mobo.
