You need to install a video driver for your graphics card. In case you're connecting remotely, don't use rdp. Rdp hides the gpu and provides an emulation that is not hardware accelerated for use with OBS.

Turns out my driver was broken. Uninstalled it and now it reinstalled itself and is fixed. Thank you!
