You may have the DX10(+) software installed, but your GPU does not support the hardware DX10 instruction set, which OBS requires. Yes, you'll need a new GPU, but as it's a laptop... that'll be difficult/impossible.

On a side note, with an i3, you're going to have a bad time trying to stream. They're bargain-basement chips (and priced as such) for a reason, and real-time video encoding is EXTREMELY computationally-heavy.

What's the required GPU for OBS?
 
Anything with full hardware DX10 support. Preferably not one of the nVidia GTX 200-series, as they have memory speed issues. Short version though, any AMD/nVidia chip released in the last 3-5 years should work. Intel, you'll have to look a little more carefully, as they cut corners on some components.
 
I'm having the same problem above and even though their is a solution presented can't we download a older OBS that supports our computers?
 
No, besides, any system with a GPU that does not have DirectX 10 will not have sufficient performance anyway
