Your graphics adapter is not sufficient to run OBS. Even if it was, that CPU would probably restrict you from streaming/recording at any sort of reasonable quality, and would likely bring your system to its knees.

Intel express integrated graphics aren't supported because they do not support rendering with DirectX 10.1+ (regardless of whether you have it installed or not). It's just not compatible with the integrated graphics on your computer.

I would consider getting a dedicated video card for your machine, or perhaps a somewhat more up-to-date computer if I were in your position, at least if you want to do serious streaming/recording.
