I keep getting this error. Could not create d3d10 device and swap chain. And here are my specs:

Pentium(R) Dual-Core CPU T4300 @ 2.10GHz (2 CPUs), ~2.1GHz
Card name: Mobile Intel(R) 4 Series Express Chipset Family 4500MHD GMA
4GB RAM
Windows 7 64bit

Is there anyway to fix it?

I think OBS is not compatible with your hardware. Not much you can do here.

Yes, that GPU prevents you from using the software. Even if it could, on a laptop processor that old/weak I would not expect anywhere near acceptable results anyway.
