Bug Report Could Not Connect To Server

My friend has been getting this issue and we can't figure out what is causing it. Some troubleshooting I've already done:

OBS cannot connect to Twitch or Own3D
Xsplit can connect to both just fine
Disabling Firewall did not help
Bypassing Router did not help
Using different stream keys did not help
Stream key works fine on my computer and with Xsplit on her computer, so the key is valid
Reinstalled with no luck

I'm at a complete loss as to what could be causing this connection issue. The log files are empty other than hardware info.
 
when you say it cannot connect, what precisely do you mean? what error does it display when it fails to connect?
 
That's the exact error message. Upon clicking Start Streaming or whatever it immediately gives a popup that says "Error" as the title bar with the message of "Could Not Connect To Server" or "Cannot Connect To Server", I forget which.
 
This is the exact message Jim "Could not connect to server. The connection is being blocked by a firewall or other security software (10013)"
 
As the message says, you'll need to allow OBS through whatever 3rd party software is blocking it.
