Ok , so im planning on setting up a twitch stream when i get a new internet plan very soon.
My pc's specs are:
processor-i5-3570 3,4ghz
graphics card-r9 270x
ram-8gb
And my new internet plan will include 12 mbps of upload...
So, will i be able to stream in 1080p?

You can, but you'll get a lot of blocking. Reduce to 720p or 30fps to reduce the blocking.

In order to get rid of blocking in a 1080p at 60fps video, you're going to need increase the x264 CPU preset. The default is "veryfast", but you will need "fast" or "medium" in order to reduce the blocking enough where it would be worth doing the 1080p.

Unfortunately, in order to reach that desired "medium" preset, you need an EXTREMELY powerful computer. Something in the i7-49xx series.

There are two ways to increase quality of a video:

1 - Increase the CPU encoding algorithm, which I stated above. Will require powerful CPU.

2 - Increase bandwidth output. Twitch doesn't like you going above 3.5mbps. But if you're doing offline recording, you can easily switch to variable bitrate, set your quanticizer to 10, CRF to 20 or below, and record at a higher bitrate and it will look amazing.
