Question / Help Constant lag spikes

So I stream(or atleast try to) this game called osu!. My screen resolution on the game is 1024x768 so there is plenty of space around the game. So onto the problem. When I stream(or I'm in the preview screen) the stream gets a lag spike like every 3 seconds. But this is only when I move my mouse around. If I'm keeping my mouse still it doesnt lag and if i have clicked somewhere else than the game and move my mouse it doesnt lag the stream either. I'm not getting any lag myself, only the stream is lagging.

Your system is not even remotely capable of handling a 1080p60 live stream (ignoring the fact that streaming at 1080p60 is a terrible idea in general, regardless of your specs). Even 720p would be questionable with your CPU. You need to significantly downscale your stream resolution and lower your stream frame rate to 30.
