Bug Report Constant frame drops/encoding overloaded on super low settings

At the moment I use Shadowplay to record games, but since some do not support it, and i would like to record my entire monitor, I decided to use OBS.

Specs:
* I7-7700HQ undervolted 140mv (100% stable)
* 16GB RAM
* GTX 1060 6GB undervolted 120mv (stable) - runs games
* OBS running on IGPU
Whenever I try to record, I get the 'encoding overloaded' warning.
I have tried on every single encoder, and even gone down as far as 250kbps recording, but OBS refuses to run properly. At most I get 70% CPU and 70% IGPU usage. I have checked everything else and there are no bottlenecks; as far as i can see, OBS is misbehaving

Change off RGB.
