Question / Help Constant buffering even after changing settings?

Hello, I started streaming again after about 6 months, and now am facing constant buffering issues. I went to watch my stream to see how it looks and its just in a state of constant buffering/loading video. I started at 720p@3000kbps and it was buffering so I lowered the bitrate all the way to 2200 and it was still doing the same thing. I lowered the resolution as well and it was still buffering. I changed servers, lowered the fps, and nothing worked, no matter what setting I change, my stream will constantly buffer. My internet connection is 300down/75up so I don't think that's the problem. I have a 3570k@4.4GHz, 24GB of RAM and 2x GTX770s, so I don't believe its my rig either. Any ideas on how to fix this? Any help would be much appreciated.

Different streams may be coming from different servers. Can be affected by partnership, the number of viewers, etc.
