Consistent frame drops over several weeks

For the past several weeks I've been experiencing intermittent frame drops when broadcasting. Sometimes it's as low as .1% of frames, sometimes 5%, but never 0. I've tried changing out basically everything on my end - internet company sent me a new modem, I've swapped ethernet cables, tried every basic troubleshooting step I can find on the forums (various settings in OBS including ipv4, network opti/tcp pacing, etc.). I've tried broadcasting to multiple different Twitch servers. Tested on multiple PCs and have the issue on both. I am 99% confident that it's an issue beyond my modem and my computer. I have a tech coming out Thursday to take a look at what may be going on, but it's difficult because it's very hard to reproduce the issue. Sometimes it happens a ton in a short period of time, sometimes it can go nearly an hour without any frame drops, but over the course of a 4+ hour stream it ALWAYS drops at least some frames.

So at this point I'm basically asking for anyone to take a look at my log and tests and see what I should say to this technician. I know that certain companies push their techs to really resist looking into faults beyond the customer's setup, so I'm hoping to be armed with the knowledge to be taken seriously here.
