The quality of my stream does not seem very good when i watch my streams. There is also a little square that changes or blinks from green to orange to yellow or yellow to orange. please help thanks!

Have you verified using http://www.teamliquid.net/forum/tech-support/478845-twitchtest-twitch-bandwidth-tester that the server you've selected can actually accept the bandwidth you're trying to send it?

And so what ever my kbps is for the region i use i should set it to that on my obs?

It doesn't matter what region you use as long as it can sustain the bandwidth you're trying to send.

Did you also try the twitch test with other regions selected besides north america?

Additionally, don't try to set your video bandwidth above about 3500 when using twitch.

Or less, Twitch effectively caps you at that speed if you don't have partnership.

1280x720 resolution, 2000-2500kbit video would probably be close to ideal.
