Question / Help Connection Issue with OBS

Hello everyone. I've been having this issue for a week now and could not resolve it myself. Everytime I try to start streaming I get an error message saying "Could Not Connect to server. The connection is being blocked by a firewall or other security software. (10013) Here is a picture:

As the message says, the connection is being blocked by a firewall or other security software. You will need to allow OBS through whatever 3rd party software is blocking it.
