custom x264 encoder settings should NOT be used while streaming
1080p60 is NOT viable for streaming on an i5.

If you're streaming to twitch, 1080p streaming in general is not viable if you don't have partnership.
If you're streaming to twitch, 5000kbit video is in the range where you could be banned for terms of service violations.

Scene buffering should be at 700, not 400.
