I have used it for many months, I just built a new PC with the same OS as before and when I try to unzip the file I get this error:
Extracting to "C:\Program Files\OBS\plugins\"
Use Path: yes Overlay Files: no
Error: Unable to create folder "C:\Program Files\OBS\plugins\CLRHostPlugin\CLRBrowserSourcePlugin\locales\am.pak"
Irrecoverable Error: Extract operation failed.

Error code: 0

To extract directly into the Program Files folder you need administrative rights, try extracting the whole 7z file to your desktop for example and then move it into the obs plugins folder from there. Windows should then ask you if you really want to do this.

I tried your method, OBS crashes on startup if i remove the plug in it works fine. I even uninstalled and redownloaded both to make sure I had the 64bit versions of each

Ah, ok can you post us the crashlog? (You can upload it to pastebin and link us here)
Also did you install the dependencies, Microsoft Visual Studio Runtimes 2013 and .Net Framework in version 4.5? THey are linked in the CLR-Browser Thread.
