Question / Help Choppy Stream

Hello, In my system I have an i5 6600k, and a GTX 1060 Founder Edition. I run my streams at a bit rate of 2,000, 720p at 30 fps and they're still choppy. My upload is around 3.5 mbs. Does anyone have a settings suggestion I should use to stream at optimal settings for what I'm working with?
