Question / Help Choppy Recording With Beast Machine

I have I7 4790K overclocked.
16GB Corsair Vengeance RAM
MSI GTX 970 4G graphics card (set to overclock)
Gigabyte Gaming 5 Motherboard
2) Samsung Evo 850 SSD's(one for operating system/programs, one for recording too)

I am wishing to only use the Encoding output to file .MP4 @ 20kbps for recording
because of green screen functionality.
Elgato does not have that function yet.

Using CBR, it is choppy, however, when I uncheck CBR and set quality to 10...
there is some choppyness here in there in the .mp4.

Did not mess with buffer size. However, did enable custom at 20kpbs, no change.

im really not understanding why you would set the bitrate/buffer so low. You cannot get any quality from 20kb/s;like it would almost be one big blur.
