Question / Help Choppy looking stream

I have a separate computer strictly for streaming my gaming pc. I tried to stream at 1080p 30fps and it just looks choppy compared to other streams. From my understanding, big streamers use less bitrate and still get a really good looking picture, and it's super smooth. It looks as if they're streaming at 1080 60 and i tried that and my stream looked extremely choppy & i get the notification saying i'm using too much of my cpu. I use the xcapture-1 usb 3.0 capture card. I'm not exactly sure what i'm doing wrong but any help that would point me into the right direction would be greatly appreciated.

EDIT: Also, I tried 720p 60fps but it was just soooooo blurry and i had no idea how to fix that, if someone could explain how to make it unblurry that would be awesome.
 
Your log file looks great. Are you sending it a good 60 FPS input? How have you set it up? Are you using V-Sync? Can you link a VoD that you say looks choppy? If you save it to disk, and then play back that file, does it also look choppy?

People don't stream 1080p60 because the flash player most streaming sites use can't actually play back 60fps at 1080p. Not only that but it really requires a very high bitrate, 5k or more, and Twitch for example has a 3.5k (soft) limitation for non-partnered streamers. But Twitch partners can stream at a high bitrate at 1080p60 and rely on the downscales to allow people to watch.
