Question / Help Choppy/Laggy Video on Stream HELP!!

I'm having problems streaming CS:GO
specs
Graphics Card:AMD Radeon R9 200 x2 (AMD Crossfire)
RAM: 8GB
CPU:Amd-6300 six-core processor
OS:Windows 8 64Bit
Internet: 30/10


When i stream the game is at about a constant 250fps with no frame drops, However the stream looks Choppy and Laggy for viewers.
While streaming i downscale to 720p (1280x720) from 1920x1080,I have my bitrate/buffer at 2500, and CPU preset on Very fast. Im streaming at 30 fps and the server i have selected has 18ms.
i dont understand what i am doing wrong, I would like to stream CSGO Minigames and Competitive for Viewers without giving them all this Lag :/

Crossfire breaks things, but if your viewers are buffering, you need to turn down your bitrate and resolution. 2500kbit video is actually above the "Sweet spot" threshold for the video stream. Because you're likely not partnered, you're dealing with all your viewers getting routed through one set of twitch servers in california. video bitrates above about 2000kbit cause increasing buffering amounts to viewers.
