Yes, it should be enabled for streaming, and is enabled by default in OBS.

CBR padding basically fulls the datarate during times when the stream data might go down really low. This is two fold as first is allows the traffic to be "shaped" to twitch (ensuring you always have the upload set aside for what you set it to) and 2 ensures that no matter how little data you are sending that twitch knows you are still alive based on you are always sending the same amount of data.
