And second question is. What it gives?

Yes, it should be enabled for streaming, and is enabled by default in OBS.

"In the case of streaming video as a CBR, the source could be under the CBR data rate target. So in order to complete the stream, it's necessary to add stuffing packets in the stream to reach the data rate wanted. These packets are totally neutral and don't affect the stream."

CBR padding basically fulls the datarate during times when the stream data might go down really low. This is two fold as first is allows the traffic to be "shaped" to twitch (ensuring you always have the upload set aside for what you set it to) and 2 ensures that no matter how little data you are sending that twitch knows you are still alive based on you are always sending the same amount of data.
