USB 2.0 devices don't have the bandwidth to transfer high def resolutions without a lot of problems. If you must use a laptop as your dedicated streaming PC, make sure you can use USB 3.0. A desktop is far better because you can have a good CPU and a PCIe capture card.
 
My laptop has an i5 5200U and NVIDIA GeForce 940M with 4GB dedicated VRAM. I figured this could work? Okay, so I need to get the HD60 one from bestbuy?

HD60 is USB 2.0. Its not going to work well.

Well dang..the only ones in store around here that I know of are those two...I may get it, test it, and if it's not worth I'll just order one online. I mean, it can work right?

What can work? USB 2.0 won't work well... It may somewhat work but they usually have problems, often with audio/video desync or desync that grows over time. If you're talking about ordering a USB 3.0 device online (your post is ambiguous so I don't know what you meant), then yes, that can work better. Assuming you have a compatible usb port on your laptop.
