I posted before but just got pushed to the read this first page (which I read weeks ago and I went through everything on the list).
Time Warner came out and fixed my upload issue, now my upload speeds are at a constant 5mb, however I still can not stream over 480p at 900 bit rate. If I try to move to the minimum for 720 (which is a 1800 bit rate) I start to lose 30-50% of my frames and my bit rate jumps from 500-2000 constantly.
I have done everything that I think I can on my end, unless there are some settings that would allow me to stream at 720 that I am not thinking of.
The only issue that I can see is when I look at jtvping, it always appears that I have a jitter of 6ms or higher on the 2-3 best servers that I can stream to. Could this possible be the issue?
The only other thing that I can think of is that Time Warner is for some reason throttling my upload speeds. Which does make much sense to me since they are not doing it to my down load.
