Well, you don't have an AMD or Nvidia video card on your system, so the message is correct.

Follow directions and recommendations on the analyzer.

Then use the Auto-configuration Wizard, apply the settings it gives (those are the best for your system) and restart OBS. Yes, restart OBS. Now test.
Your system is old, very old, so 900x720 may be too much.

i ran the auto config tool and told it to optimize only for recording, i will not be streaming
i set base (Canvas) Resolution to 1280x1024 and fps to 30, the first image is the settings it gave
then i press apply then press start recording and it gives me the same error, do i just need to buy a graphics card?

But you didn't restarted OBS.
Also, you most probably need to update the iGPU drivers from intel's site. And you're not taking into consideration:

a 11 generation old CPU... for real-time video encoding at almost 1080p (1024 in this case) ... and you sure about the iGPU on that CPU? does that system even meet the system requirements for OBS Studio https://obsproject.com/kb/system-requirements ?

*if* you can get it to work, expect to seriously optimize the Operating System and OBS to get it to work, with under-powered system expectations throughout (lowest possible settings) . This means disabling OS background processes not required, being extremely attentive to what is running, system hardware resource utilization, making sure you have adequate disk I/O spare throughput for the OBS Recording (and possibly adjust security software to not interfere/slow the process down... unless you already upgraded to a SSD?) etc.
