Can't record with my native resolution using the "Quality" preset

This works perfectly fine, super smooth recording. (Quality Preset)
Output (Scaled) Resolution set to "3840x1440" https://obsproject.com/logs/GaVRih-lhfwH4j2T

However, if I change the Output (Scaled) Resolution and set to "3840x2160" (My native monitor resolution). (Quality Preset)
I get 67.4% GPU Encoder Overload and the recording is super laggy. https://obsproject.com/logs/gO_CD0Zil7Ms8f7- Any ideas?

I have a 3090 Ti and I didn't experience this issue with my 2080 Ti
The 3090 Ti works fine, no issues.
Running as admin
Preview disabled

Any ideas?

I tried the same settings with my native resolution but I changed the preset from Quality to Max Performance and that seemed to have fixed it.
Can I really not run the "Quality" preset with my 3090 Ti?
Or is it due to the 3700x CPU?
I get the same encoder issue with the "Performance" preset.

I made a post recently, but I feel as if I didn't describe the issue well enough there so I made this one.

Probably due to the 160fps and the CQ level at 13 you've set.
Keep it at 60fps or 30fps. The CQ Level must be between 23 and 15.
You may want to test the HEVC encoder too. Also, use simple output mode.

These settings work flawlessly, could it be that my CPU bottlenecks that much?

You have an NVIDIA GeForce RTX 3090 Ti. Use it.
The AMD Ryzen 7 3700X can't handle what you want.

If you still want to use hardware encoding, change the CPU (and probably MoBo and RAM) for an new one.

No, what I'm saying is that the settings I showed you worked fine (https://i.imgur.com/AQ0UNJZ.png) it could handle 4k recording, but using any of the nvenc ones just made it to where it said "Encoding overload"
