You should probably turn off Razer Synapse.

Fix THANKS :D
 
Looks like Razer Synapse is trying to use the same graphics capture hook as OBS. if you dont use Razer's software for anything else uninstall it. if you use it sometimes, disable the features that is causing this. i.e. game overlay and/or capturing function.
