Question / Help Can't get solid 1080p 60fps recordings.

I think I got a capable enough pc to record 1080p 60fps:

i7 4770
r9 280x
8gb ram
And I'm recording to a secondary drive that according to dxtory has 190mb/s

I have tried different games and different programs ( Fallout 4, LoL, Division, Rocket League. / Dxtory, Bandicam, Fraps, OBS )
And I just can't seem to achieve 1080p 60fps without either not getting 60fps on the recording or making my game feel stutterish. I have tried a lot of different settings going from x264 to quicksync to amd vce and none seem to get me 1080p60fps.At this point i dont know if my pc is not capable of doing this or if there is something that I'm missing.

I will upload the latest log file that I used which has almost all of the settings that I tried.

Thanks for any help, i will try to provide any neccessary information.

Log shows QSV getting a LOT of skipped frames compared to x264.

The x264 attempt that most closely follows the recording settings guide actually shows the best performance.

The first encoding in log looks very different from the rest. No game capture hooks and "Dxtory Video 1"?

The last encoding used x264 "width: 1460, height: 822" with lots of duplicated frames?
Check task manager on the CPU usage and look at what process is using up too much CPU usage.
