Question / Help Can't Get Party Chat On Stream (Elgato HD and Astro A40)

Hi,
I have been looking into this issue for quite some time so I figured I better just post my problem here. I would like to stream and have the party chat play in my stream along with my voice from a separate microphone. However, I cannot seem to get party chat even if they have the allow voice option checked while I am in a party collecting game audio. I have the mixamp plugged into my PC with the optical cable running into the Playstation, and I cannot seem to get it to work with obs or any software. Any help would be much appreciated. Thanks!
 
PS4, Settings, Devices, Audio Devices, Output Device, set to TV or AV Amplifier?

Doing this will allow outputting voice to HDMI and SPDIF optical.
 
This takes away my ability to hear them in my headset though. I must have something else set incorrectly then right?
