Question / Help Can't get OBS to stream smoothly

Information updated: I use OBS at all settings, be it high or low and the stream stutters, pauses a lot and does not run fluidly. I also ran a test and I get 850ms connectivity to all US servers. No idea why.

My Specs:

Internet: 35 Download / 5 Upload

CPU: Intel Core i7-4790K CPU @ 4.00GHz (8 CPUs) ~4.0GHz

Memory: 32768MB RAM

GPU: NVIDIA GeForce GTX 780 Ti

Resolution: 2560 x 1440

Maybe I'm missing something, but I'm trying to stream with...


Encoding:
Encoder: x264

Use CBR checked

Enable CBR padding checked

Quality balance is greyed at 10

Use Custom Buffer Size checked

Max Bit 3,500 - Buffer Size 3,500


Broadcast Settings:
I live in New Jersey, so I'm using the New York location

Video:
Custom: 2560 - 1440 (tried lowering it and the game was just super zoomed in

Resolution Downscale: 2.00 (1280x720)

Filter: Lanczos (best detail, 36 samples)

FPS: 60 (tried 30 as well, no difference changed with my problem)

Advanced:

Use Multi threaded Optimizations - checked
Process Priority Class: Normal
Scene Buffering Time: 400

x264 CPU Preset: veryfast
Encoding Profile: main
Keyframe Interval: 2

Use CFR - Checked


I've tried using window capture and game capture directly as well.

Additional Information:

I ran a Twitch Bandwidth test. For some reason I'm receiving 850 ms between all US servers. Not exactly sure how to begin troubleshooting that.
 
I still cannot figure out the issue. I bought a new NIC card to see if any reason that could possibly be apart of it. Still testing at 850 delay between all US servers of Twitch, tried different streaming programs to twitch and they all run slow and then freeze often.
 
the RTT to the server doesn't actually affect the reliability of the connection.

Provide a screenshot of the twitch bandwidth test results please.

Enable all regions and see if any of them have a quality higher than 76. If they don't it's probably time to call your internet provider.
