Question / Help Can't get a clear stream

So I've read quite a few posts, followed quite a few videos, and generally done some tinkering of my own. However, I cannot get a good stream quality to save my damn life. My internet is smooth 80/60 with no one else using it, yet my stream still is choppy and blurry.

Can anyone offer a solution that might help me fix these issues?

What kind of CPU are you running on? What is the bitrate your encoding is at? 2500 should be good.

It's an i7 6th gen at 4.0ghz quad core.

I'm not at home to pull it up, but if I remember correctly it's an i7-6700.

I've also ranged from 2500-3500 with no difference, I've also scaled it all the way down to 1.75 to try to increase the clarity of the stream.
