Hi,
I have went over guide after guide and tweaked the settings, I admit I am new to OBS but I have searched the forum for fixes and can not find one for this issue. This is my stream settings:

I have also tried smaller settings and bot 30fps and 60fps, no matter what I stream I get 45-65% frame-loss, see attached below, this is streaming with no game just my screen overlay to Twitch.

This is only a 2 minute run, you can also view my past test on Twitch and see how utterly bad it is, While recording my actual game play to me is smooth and frames never dip down, but on the stream it looks like a freeze every other step.

I'm guessing your problems are based around using SLI. As I understand it, OBS doesn't work with or works poorly with SLI. Otherwise your log looks good.

Dropped frames are network issues as was stated.

However, if you're having framerate issues, SLI can indeed sometimes be an issue -- just for the sake of checking, could you disable SLI in the nvidia control panel, and then restart the games/obs and try it again to see if it has any difference in output? The reason why SLI can cause capture framerate issues is because sometimes it's only getting frames from one card, which basically can halve the framerate, so checking that might be a good idea.
