Question / Help cant even stream at 480p 30 fps

so ive given up on stream at 720p, ive dropped to 480 at 30fps and still nothing but constant buffering in streams or just endless frozen stream, not even trying to stream anything crazy like the division,

Ive tried changing twitch servers changing down scaling and nothing, starting to think it may be a CPU issue,

ive posted before pc specs

AMD A8- 7065K
GPU sapphire radeon R7 360 2gb
ram gskill ns 4gbx2

the best i can get is 480p at 30fps bitrate of 2025kbs like this stream buffers only every 5 seconds
not having any in game issues everything is being played on medium settings

at this point im strongly considering a total over haul of my pc

when streaming all i run is Pandora through chrome seems to have less impact, steam obs, and whatever game im playing
even tried disabling avast and nothing

ive attached a log and speed tests first test is from ookla and the other 2 are from testmy.net

Well yes your PC is actually really bad, but this specific Issue has not that much to do with your Hardware rather with the way your ISP handles the routing to Twitch Servers and then everything else is on Twitchs End.

I'd recommend (only in your case) 480p30 superfast Preset with 1500Bitrate/Buffer and 96 Audio Bitrate.

I will deffinatly give this a shot and see what happens, if im still having issues im assuming it would be time to to look into a hardware up grade? or an isp upgade?

No. RTT is not the metric you should care about. Quality is.
So Ashjburn, New York or Seattle.
 
ok i tired the Seattle, figures it would be good since thats where amazon is based lol, but it still would not run a consistent stream, i was able to get a consistent stream at 700kbps but experienced massive frame rates, is started at 1500kbps and kept dropped down by 100 until it would not lag and 700 was it.
