Question / Help Can not install OBS, "Missing DirectX update" error

I have ran the installer for OBS many times with the same error popping up = "Your system is missing a Direct X update that OBS requires"

I say yes, and it says it downloads it, but the program never installs, it keeps saying I am missing an update. I have installed with perfect success the dxwebsetup, and ALL of the june 2010 runtimes for directx.

Directx missing or being out of date is NOT the issue.
I have an nVidia 660m graphics card, it supports DirectX 11.1, so directX version is NOT the issue either.
I can run Skyrim at full power graphically, so its nothing to do with any lack of power.
All drivers for nVidia are up to date, so this is NOT the issue either.

I have tried installing it by "Run as Administrator" this does NOT work. I have also tried running it as Admin via properties/compatability, this does NOT work either.

Please, tell me what I need to do so that the program WILL install?

there is no OBS log file for me to attach because OBS wont even get past the install screen.

Please Help.

Edit: I checked just in case to see if windows was fully up to date, it is, no required or optional files need to be installed, so windows is NOT the issue either.

ALL of the june 2010 runtimes aka, that download link, has been installed already, I have searched and scoured the forums and have already tried this, among other methods many times, with no luck.

Please re-read my post again.

Edit: as per your request, I have done this install a 5th time, and as usual, this did nothing, OBS will still not install, It is like it cant see that I have the proper runtimes and versions installed already.
