In League, there is really no reason to stream it at higher than 30fps in my opinion. there isn't anything moving so fast where you'd miss it at half frame rate (30fps).

720@60fps is kind of pushing it, but possible on an OC'd 8320 (from what I've seen).

your best bet is to get the VCE fork of OBS and try that out. its pretty damned stable and I've personally used it for around 8 months. and I've been successful at streaming 720@60fps 3500 bitrate.

Second, your upload speed test isn't 100% accurate with streaming to twitch. the best utility out right now to test upload is this one:
http://www.teamliquid.net/forum/tech-support/478845-twitchtest-twitch-bandwidth-tester. It will also tell you which ingest is best for you based on the quality of the ingest and the latency (RTT). quality is, of course mroe important than latency

when using the tester, you want to have a minimum of 4000bitrate to the ingest you pick, to which you will stream at no more than 3500 bitrate.for 720@60fps (2500-3000 for 720@30fps)
