Question / Help Can My Computer Stream With OBS?

I would like to start streaming with OBS, and I do plan on upgrading to a better computer at some point soon, but I was wondering if I could make due with the laptop I currently have until then.
Tooling around with what little I know about livestreaming says otherwise, but I would like some outside input on it.

I also feel like I should include the fact that I have no intention of playing anything on my PC while streaming, but I want to stream console games with my Hauppauge HD PVR 2 Gaming Edition Plus (That said, I also would like to know if it would be a better idea to test out the OBS Multiplatform release due to it supporting The HD PVR 2 from what I've heard).
So if anyone has any ideas for what my settings should look like or anything I am open to suggestions. A full DXDiag text document is in the attachments.

You could probably stream at 70p30, but no more. I definitely recommend trying Multiplatform, since the HD PVR 2 doesn't work with the current OBS.
 
Firstly, thanks for the very quick response.

So you think everything will work out so long as I am at 720p30fps and on the Multiplat OBS? What do you think ideal bitrates for my computer are? Assuming there are other factors for it besides my internet speed anyways. My speeds as of a couple minutes ago when I did a speedtest are 57.15mpbs down and 12.19mbps up. Also, is there anything else you can think of to optimize streaming to make it the least intensive it can be without sacrificing quality?
 
That's an i5... considering the boost and estimating it to be ~3.2GHz or thereabouts, I would suggest comparing your streaming capabilities to a desktop i3 @ 3.3GHz (sandy bridge). They will perform roughly the same. If you can't get much done with a desktop i3 at 3.3GHz, you can't get more done with that laptop CPU. The problem is that mobile i5s are all dual core with hyperthreading unlike most desktop i5s which are quadcores without hyperthreading. There is a large difference.
