You can, but don't expect good quality. You'll have to use a very low bit rate (maybe 400kbps) and low resolution (360p) and you will probably have problems with high ping if you play online games.
 
Yes you can, I have the same upload. Results are decent ( http://www.twitch.tv/fallengamingx/prof ... Broadcasts ) .

My settings are as follows:

CBR & padding on (for twitch)
450 Max Bitrate
AAC 48
640x360 @ either 20/22 fps depending on game

X264 cpu preset: slower (or whatever your cpu can handle, lower is better especially at lower bitrates)
Keyframe Interval: 2 (for twitch)

(in before someone states the custom settings above don't really help, I've thoroughly tested the ones provided in the thread that has now been deleted as well as modified them and it makes a significant quality difference at low bandwidth/bitrate)
