Normally i would say "you can stream with everything as long as you dont expect something".. but 0.42 might stretch it a bit.
You probably would have to use something like 200kbps maybe less because of audio. At that point you might aswell not stream, sorry mate.
To compare, i think twitchs "mobile" setting you get on phones for some channel is 240p with something like 160kbps and you basically cant see anything.
