CPU: I5 6400 2.7 GHz
GPU: Asus Radeon R7 360 OC 2 GB 128 BIT
4 GB RAM.

Upload speed 45 mbp/s

Please tell me what settings need to make because my stream freeze 1-2 seconds.

Do you mean buffering? Or actual freezes?

If you are having actual freezes then go ahead and post a Log.

For your Thread Title, yes 720p30 on veryfast should be doable.

Depending on what OBS you are using (Studio or classic) there is an Output option where you can select different Resolutions.
