Im getting a new PC soon with those specs
FX-8320 (Gonna Overclock to 4 Ghz)
8 GB Ram
GTX 960

Can i stream at 540p@30fps with no lag?

If so could u suggest me settings i can use in OBS...im kinda new t streaming

just for the fact that amd will release its new cpu in 2016... was about time after almost 5 years, i wouldnt really suggest buying amd cpus right now but still with that hardware 720p30 should be doable with most games
