Question / Help Can I have some help with the encoding tab of settings?

I just need some help fixing it all. I honestly have no clue what my max bitrate should be... Please help me (: I would greatly appreciate it. I still want to play my game smoothly and have enough internet to stream and for other devices on my network to use the internet. Also I am using Verizon Fios if you need that info. Thanks again!

Non-partners should not exceed 2000kbps, which is enough for a watchable 720p@30fps stream, a decent 540p@30, or an acceptable 480p@60.
