Question / Help Can I do any better?

I have a good/decent computer but poor upload speed. (25 down / 1 up) testmy.net clocks me at about 800-850kbps , my ping jumps about 20-30ms and I skipped pretty often at only 500kbps buff so thats max for me atm

AMD fx-6300 3.5ghz
Radeon R9 270 2GB
8GB RAM

Just wondering if I can do any better than this ( http://www.twitch.tv/brkdwntv/profile/past_broadcasts ) with these settings for streaming CS GO?

CBR: yes
Maxbit/buffer @ 500kbps
1280x720 downscale 852x480
Lanczos
60fps
x264 preset - very fast
 
Very little difference, but still a bit better. I just downscaled some more and tried 600 kbps. Its super blurry but as good as it will get I until I upgrade my isp I think. Thanks
