Question / Help Buying a new Desktop

My new desktop is coming in soon and I just wanted to make sure it can do 60fps streams on low end games.
The processor is an Intel i5-4460s quad core 2.9 Ghz and it runs on Intel HD 4600 graphics(however I'll update the drivers to get DirectX 12 support which also means I'll be going to Windows 10 maybe).
The RAM runs at a speed of 1600 mhz with 8 Gbs of it.
It's loaded with Windows 8.1 should I upgrade that as well?

BEAWARE, never use intel hd graphics in streaming or gaming, they are not for gaming, you should buy a dedicated videocard like Amd radeon r9 390x or an Gtx970

The HD4600 should handle minecraft decently. You won't need a graphics card as powerful as what Kermit is recommending, but I do recommend having a dedicated one. Even an older 650Ti will be fantastic for those games and they're dirt cheap now

Intel graphics are a lot better than in the early-2000s. The i815 gave Intel graphics a bad reputation and it's possibly the reason some folks assume Intel graphics suck.

I have a GTX 660 Ti, which is a step higher and it's cool!
