Question / Help Building a Streaming PC CPU Question

I'm building a second PC for a dual PC setup. I have a GPU, RAM, HDD and a capture card from an older pc I had and need to get a MOBO, CPU, Case and CPU(maybe a fan for it too). I have a budget of about $500 for everything and wanted to know which CPU should I get? I was thinking something like a 8320, 8350, 8370, 9370 or a 9590. Basically I'm looking for something that can do 720p@60 at medium preset. I would get an i7 but they are more expensive and too much for my budget.
 
When building any new PC, things that should not be skimped on:
-PSU (I see a lot of new systembuilders buying cheap/crap PSUs, and wondering why they have 'weird problems')
-Motherboard
-CPU
-CPU cooler
They're all a major pain in the butt to swap out later, as compared to most other components.

Anything else can be changed out later fairly easily. Also be aware that if you're going up to a newer-generation mobo/CPU, your old RAM may not work, depending on what type it is and what type the new one needs (eg: DDR2 isn't going to work for something that takes DDR3, likewise DDR3 vs 4).

Might consider saving a bit longer, and getting the parts that you really want in there.
