Bug report?: Updating to the latest version results in non-working install if driver is not supported.

Good day.

I've identified an issue with the update process to the latest version that I consider a bug. I do not require support to resolve an issue, but thought I should provide the feedback in case you would like to do something about it.

Thanks.

Issue:
------------------

I recently updated to the latest version 28.0.1 (64-bit) after the application prompted me to install an update.

The update appeared to be successful without and warnings or errors.

The next time I tried to use OBS, I was presented with the following error message:

Starting the output failed. Please check the log for details.
Note: If you are using the NVENC or AMD encoders, make sure your video drivers are up to date.

In the log file I see:
"18:55:18.479: [jim-nvenc] Current driver version does not support this NVENC version, please upgrade your driver"

After installing the latest nvidia driver, it appears to work again.

Expected Outcome:
---------------------

If the older driver is not supported, then I would expect the installer to warn that proceeding without updating the driver would result in a non-working installation, and give the option to cancel the update.
