Question / Help Buffering 1-2 times a minute

I have a problem with the stream buffering sometimes, I see no reason why this should happen, It buffers to me and 3 friends. On the OBS analyzer it says: Possible slow server. The server I use is EU Stockholm, and I got 4-6 ping to this server, also tried NL and DE. Still the same problem with buffering. Also changed my ISP settings, changed ip etc.

Anyone got suggestions on settings? i7 4770k, 780 TI. 100 mbit download and upload, Right now I'm using:
720p 30fps, 2000bitrate (tried all between 2k-3k and buffers the same amount) and its the same on all games. (bf4, bc2, LoL, css, runescape etc)

My pc and internet should be able to handle 3500kbit 720p 60fps if I'm not incorrect? So what could be the problem?

Well everything in that topic has been done, unless change provider means change isp, and that can't be done. As Teliasonera is so huge it cant be a problem for all of us using it.
I have:
Changed ip
Changed bitrate
Changed settings in the router
Changed server twitch server
Changed 1080p, 720p, and lower.

There must be more things that can be tested, Will try xsplit soon and if the problem is solved, there must be something in OBS i assume?

OBS doesn't have any control over how data gets from Twitch to a viewer, so no. Again, if you aren't dropping any frames, the thread I linked pretty much covers everything.
