Buffer Size and Bitrate

I was fidgeting with the new OBS Ver. 28 on my Mac Studio. And I'm trying to improve my quality and viewer experience. So, I stumbled on Buffer size and Bitrate. Not that I hadn't seen it before, but it wasn't on my priority list. So few questions:

1. What is the relationship of these two?
2. Which of the 2 takes precedence?
3. Which is more important for better quality?
4. Buffer for the viewer, how can I set up OBS settings to get the max possible quality and 0 buffer for my viewers?

Goal: I have gotten complaints about buffering, or the video pausing for the viewer. I'd like to get rid of that, without sacrificing the Quality of the Stream.

Average time to render frame is around 4ms - 11ms depending on the scene.

My settings right now:
x264
CBR
9,000 kbps
Keyframe 2s
Veryslow
High
Film

1080p @ 60fps Lanczos
