Question / Help Buffer lags

Hello ive got some sort of problem

I have 2mb upload speed // im using windows 8.1 x64

I can easily set max bitrate 1800 but if i set buffer more than 100 my games start to get ping around 400. And there still problem if i set max bitrate 1000 , 500, 1300 etc.

I have no idea how to solve this problem.
