Question / Help Blurry visuals with movement

I'm getting a lot of blurriness during any movement in games, example: http://www.twitch.tv/zenoxio/v/37451155

This is 1920x1080 resolution. (If I try going down to 720, it just becomes bad quality: https://www.youtube.com/watch?v=M0tKyThrG0U or http://i.imgur.com/6peIJFq.jpg)

Twitch says the stream is "Excellent" and I get no dropped frames according to OBS.

Specs:
-i7 920
-14GB RAM
-GTX 770
-SSD
-30 down, 5 up

Settings:
-Encoder: x264
-Use CBR, Use CBR Padding
-Bitrate: 3000
-Default audio settings
-FPS: 30

Really? Had no idea. That's close to Twitch's max bitrate, so it's going to look like that for everyone no matter how much upload they have?

So how do I get 720 to look good? This is what it comes out for me: http://i.imgur.com/6peIJFq.jpg
