Question / Help Blurry Stream.

So I've just upgraded to Fibre 76 down 20up.
And i've been messing with my settings alot, as I could never get a clear video on OBS even when local recording.

Specs:
i7 4790k
nvidia 660 gtx (looking to upgrade at some point) with twin monitors, i know its a bit low, but its my understanding its the CPU thats processing the video.
12gb ram (have removed 4 for another pc build atm)

i've tried so many combinations of settings etc, from tweaking my bitrate to higher (I've seen many posts that state, none twitch partners don't get to stream over 2k bit rate?, with partners at 3.5k max).

I get minimum of 10 upload even on a slow day, and I just can't seem to get my picture to be clear and unblurry when playing a few games.. Fallout 4 being the most recent I'm trying with.

I've tried changing CPU preset, cbr off, cbr on, downscaling to 720p, I find the stream quality is better at 1080p lower bitrate than 720 downscaled.
I see people with smooth streams on even worse pc's than me. a little bit of help would be greatly appreciated as I'm stumped completely.

current tested settings which i found a bit less laggy and blurry, but still would motion blur alot.

Because not everyone has good routes to the viewer servers in san fransisco.

Sure their last mile connection may be great, but if the path to the viewer server can only handle about 2200kbit total, they're not going to be able to watch a stream broadcasting at 3500kbit video.
 
I've just tried downscaling to 720p, and increasing the bitrate again, still the same. I'm using my laptop connected to my 4g mobile connection (50meg download, 15meg upload) to view the stream other streams are still lag free, yet mine seems to be suffering.

I honestly, don't understand why it can't make a decent quality one, I've tweaked everything..
 
Post an example. I found your twitch but you don't have past broadcasts saved.

At the end of the day, its not a 1080p 14000+kbpsYouTube video. It's never going to be perfect quality.

and this a 1080p one, i alt tab alot out of game so the freezes are the alt tab

I just added a few more all with different settings, it seems no matter what i do.. its always the same.

I know i'm not gonna get crystal clear, but alot of ppl with worse gear than me get better quality with lower internet speeds.

The 720p looks fine but stuttery (ill double check when I get home, might just be my shitty laptop), 1080p requires more bitrate than you can send to Twitch to look good so don't bother with it. I'm not aware of many people that stream at 1080p.

Are you still running 25 fps? you should change that to 30 and post a log of a 720p stream.
 
nagh it was set to 720p. its defo stuttery, and goes really blurry at times, my cpu and internet is more than enough i don't understand at all ;(

I'm on windows 10 btw, have they fixed the issues with win 10 yet? I thought 0.656b was meant to have fixed it
My picture quality is great when loading in fallout 4. but the minute i move an inch, blurry, and it looks like i'm doing the robot every time i move.

i've just tested on youtube and its even worse on that.
I can't see any problems with my internet as 72/20mb every test i've done..

also just tested with shadow play.. it seems same quality..I have reinstalled all my graphics drivers and cleared all settings.. I must be doing something wrong lol

I just installed windows 8 and 8.1 on seperate harddrives and i'm still having the problems.. I have no problems with viewing ppl's streams and uploading to youtube... i find it strange this is still doing it.
