Question / Help Blurry Stream

Hello, I have been streaming using OBS and I don't know what the problem is but my stream is always so blurry. I am streaming Minecraft but it does it with other games too. Here are some of my settings:

Bitrate: 160
Max bitrate: 1000kb/s
Video Adapter: NVIDIA GeForce GTX 645
Base Resolution: Custom 1920 1080
Resolution Downscale: 1.25 (1536x864)
Filter Lanczos (best detail, 36 samples)
FPS: 40
x264 CPU Preset: veryfast
x264 Encoding Profile: main

I am using game capture to capture Minecraft as well. Please help!

1000 video bitrate for 864p is going to cause you problems. You need at least about 3500 bitrate for that at that FPS I'd estimate. You either need more downscale or more bitrate.

What do you recommend I change the max bitrate to 3500 or the downscale?

Whichever you prefer. I assume you're using only 1000 video bitrate because you either have bad internet, or you left it at default. If you have bad internet, then you'll need to downscale. Otherwise, increase the bitrate if you can.
